The construction of a new headquarters for Lidl UK, comprising some 23,000 sqm. of B1(a) floorspace, together with surface level and decked car-parking (311 spaces).
Access is to be provided via a priority junction with a ghost island and right turn lane onto Jubilee Way, with a separate access for HGV's from Kingston Road.

The scheme required continuous dialogue with both RBK and TfL throughout both pre and post-submission periods. Agreement was reached with TfL to
allow 311 parking spaces on site despite relevant London Plan parking standards only allowing for 229 spaces. A detailed exceptions case was put forward to support
the proposed provision based on the specific needs of Lidl as an operator.
TPI also worked closely with TfL at their Palestra office to create and run a VISSIM model of the surrounding road network, including the A3 Tolworth roundabout.
Various mitigation schemes were put forward to assist in mitigating the impact of the proposal, including an extended right-turn lane and additional circulatory
lanes on the roundabout.
TPI was instructed to provide appropriate supporting documentation, including a Transport Assessment, Travel Plan, Construction and Logistics Plan, Car Park
Management Plan and Servicing Management Plan.
TPI also successfully agreed an appropriate parking strategy and highway mitigation package with the Royal Borough of Kingston upon Thames (RBK) and Transport
for London (TfL).
