Case Study

The Project

TPI was initially instructed in 2012 to design a two-way operation between the Stonefield Way/Victoria Road junction and the Stonefield Way/Site Access junction. This application was granted permission in 2013.

Subsequently, TPI was commissioned to prepare a Transport Assessment, Travel Plan and Servicing Management Plan to accompany an application for a new build foodstore on the site, with a sales floor area of 1,286 square metres, which was granted planning consent in 2015. A further application was approved in 2017, permitting a Lidl foodstore of 1,687 square metres sales area. The scheme presented substantial challenges, given the complex planning situation arising from the existing developments on site; it had previously been occupied in part by a used car dealership (Sui Generis) alongside Comet and Bensons for Beds units, both of which benefitted from Open A1 consent. As such, the assessment process had to be delicately handled, to ensure that Officers at LBH fully understood the planning application and associated assessment.

Our Role

TPI were instructed to undertake access and highway improvement design work, alongside preparation of Transport Assessments, Servicing Management Plans and Travel Plans in support of several planning applications at the site over almost five years. The Transport Assessments included local junction modelling of the Victoria Road corridor, making use of the Linsig and Junctions modelling software packages. Given the size of the scheme, discussions were undertaken with both the London Borough of Hillingdon (LBH) and officers at Transport for London to secure permission the development.

The Scheme

The scheme proposes a Lidl foodstore with 1,687 square metres sales area and 123 parking spaces, shared with an existing Bensons for Beds unit. The site is located in an area of retail and industrial uses, close to residential areas of South Ruislip. Access to the site is taken via a new junction on Victoria Road and a new two-way section of Stonefield Way, the remainder of which will remain one-way.
